A new vigilante has emerged in Gotham City, leaving Batman to contend with a strong-arm Batwoman whose tactics give him cause for concern. As he delves deeper into her identity, Batman must also stop a dangerous criminal plot involving the Penguin and Rupert Thorne from selling illegal weapons to the nation of Kasnia. Along the way, Bruce Wayne finds himself romantically involved with Kathy Duquesne, the crime boss's daughter, while navigating his investigation and dealing with false leads and unexpected twists. Ultimately, Batman uncovers that there are not one, but three Batwomen, each with their own grudge against the villains and a complex history that has led them to create the illusion of a single hero.
