Batman has stopped the reign of terror that The Mutants had cast upon his city. Now an old foe wants a reunion and the government wants Superman to put a stop to Batman. As the government seeks to contain Batman's actions, Ellen Yindel becomes the new Commissioner of Police, ordering the arrest of Batman. In a desperate bid to take down Batman, Clark Kent (Superman) agrees to meet him at the Alley of Crime, but Batman outsmarts him with the help of his ally Oliver Queen.
