In the year 2038, all Earth's natural resources have been depleted, and rival corporations fight for access to mining planets like Moon 44, a crucial fuel mining operation. Convicts and teenage technicians are sent to defend the base, among them undercover agent Felix Stone (Michael Paré), who must uncover what happened to missing corporate shuttles. He travels to the mining station, where he suspects sabotage and encounters rival groups, including defense director Major Lee (Malcolm McDowell) and his assistant Master Sergeant Sykes.
