Shinpei Hayashiya is a Japanese rakugoka and independent filmmaker born in 1955 in Setagaya, Tokyo. He began his career in 1974 as the apprentice of Shinppei's predecessor, the first Shimpei. Hayashiya has worked as a popular comedian, known for his unique performances including "Arappo Odori," which he performs at Tokyo's Komazawa Hall.
