He co-founded the Teatro Animação de Setúbal (TAS) in the 1970s and directed the company for 25 years, shaping a generation of artists and contributing to Portugal's cultural decentralization. César was a central figure in TAS, overseeing productions such as "Arsénico e Rendas Velhas" and "Falar Verdade a Mentir".
