Gilbert Roland Hill was an American politician and actor who served as President of the Detroit City Council. He gained recognition for his roles as Inspector Todd in the Beverly Hills Cop film series. Before entering politics, Hill had a law enforcement career with the Detroit Police Department, where he rose to become a detective by 1969.
