Biography

Leroy "Nicky" Barnes was a notorious crime boss who led The Council, a seven-man African-American organized crime syndicate that controlled the heroin trade in Harlem's Harlem area of New York City in the 1970s. In 1972, he formed The Council and expanded it into an international drug trafficking ring with Italian-American Mafia ties. Barnes was sentenced to life imprisonment but later became a federal informant, leading to the collapse of The Council in 1982.
