In 2019, Neo-Tokyo is plagued by corruption, anti-government protests, terrorism, and gang violence. During a violent rally, Shōtarō Kaneda leads his vigilante bōsōzoku gang against the rival Clown gang. As Tetsuo Shima, Kaneda's best friend, acquires powerful telekinetic abilities after colliding with an esper in a motorcycle accident, he threatens to destroy an entire military complex. Two teenagers and a group of psychics must stop Tetsuo before it's too late, in a battle that will decide the fate of Neo-Tokyo.
