Who?

The film follows Sean Rogers (Elliott Gould), an American scientist who is severely injured and scarred in a car crash along the border with East Germany. He is captured by East German military and uses metal implants to save his life. After returning to the US, Rogers' identity becomes a mystery, as no one can tell if he's still human or an impostor under a "steel mask." An intelligence specialist must determine who is behind the mask.
