Al Pacino plays Mayor John Pappas, who is involved in a scandal after the accidental shooting of a boy in New York City. John Cusack stars as Kevin Calhoun, the Deputy Mayor who investigates the connection between the shooter, a drug dealer, and a mob boss. The film follows Calhoun's search for the truth, aided by Marybeth Cogan (Bridget Fonda), as they uncover a web of corruption that leads to a judge's resignation and ultimately, a presidential candidate's downfall.
