Andy Lau plays a financial tycoon and philanthropist, Yu Shun-tin, who seeks revenge against Hong Kong's top drug dealer, Louis Koo's character, Fung Chun-kwok, also known as Jizo. Yu's motivations stem from his childhood experiences with his father's drug addiction and his own history with the Triad. The film follows Yu's quest for revenge, which leads to a violent showdown between Yu, Jizo, and Inspector Lam Ching-fung (Michael Miu).
