In "The Bad Guys: Reign of Chaos," Park Woong-cheol (Don Lee) is part of a special forces unit called "Crime Unit" tasked with capturing escaped prisoners. They are led by Oh Gu-tak (Kim Sang-joong), who hires Woong-cheol and Yoo-sung (Jang Ki-yong), a former police officer, to help with the mission. As they track down and capture the escaped prisoners, including a key informant named Kwak No-soon/Jessica, they uncover a plot involving a yakuza leader, Yoshihara.
