Charles Bronson stars as Leo Kessler, a veteran detective investigating a series of murders committed by Warren Stacy, played by Gene Davis, a young office equipment repairman who kills women after they reject his advances. Stacy's attempts at flirting are seen as creepy, leading to frequent rejections, and he becomes increasingly unhinged, committing a string of brutal murders. As Kessler closes in on Stacy, the two engage in a cat-and-mouse game, with Kessler using questionable methods to catch the killer. In the end, Kessler finally catches up with Stacy, and in a fit of rage, kills him, bringing a sense of closure to the victims' families and the community.
