A suspected criminal mastermind, Joe Lee, escapes from police custody, throwing the city into turmoil. Commissioner Sean Lau (Aaron Kwok) is forced to take drastic measures to protect his wife, who has been kidnapped, and later finds himself at odds with his own police department, rival police chiefs, and a former mentor turned mastermind, Peter Choi (Chang Kuo-Chu). As the situation spirals out of control, Lau must navigate a complex web of corruption, explosives, and betrayal to bring the perpetrators to justice.
