In 1968, engineer Giorgio Rosa (Elio Germano) establishes the independent state called "The Isle of Roses" off the coast of Rimini, Italy, built on a platform outside the territorial waters. The island becomes a micronation, attracting tourists and attracting the attention of the Italian authorities, who see it as an expedient to avoid paying taxes.
