Two partnered cops, Dick Lee (Chow Yun-fat) and Ken Chow (Ti Lung), find their friendship and lives threatened when they try to take down a ruthless drug dealer, Chu, who has just been released from prison and is seeking revenge against them. Dick Lee, a negotiator with a humorous and easy-going personality, and Ken Chow, a hot-tempered cop who advocates violence, are mismatched partners who must work together to outsmart their adversary.
