In 1941, American agent Paul Soames (John Cusack) arrives in Shanghai to uncover the truth behind his friend Conner's murder, a crime linked to Japanese occupation and Nazi collaborationism. As he navigates the complex web of espionage and resistance, Paul falls for Anna Lan-Ting (Gong Li), a Chinese woman who is revealed to be the leader of the underground resistance movement. With Anthony Lan-Ting, a powerful crime lord, Captain Tanaka (Ken Watanabe), and other characters, Paul unravels a larger conspiracy involving his own government's secrets and the impending attack on Pearl Harbor.
