The Hitcher II: I've Been Waiting

C. Thomas Howell stars as Jim Halsey, who is haunted by his past after being suspended from duty for using excessive force on a kidnapping suspect. With his girlfriend Kari Wuhrer's encouragement, they embark on a road trip to visit retired Captain Esteridge in Texas, where they're pursued by a psychotic hitchhiker named Jack (Jake Busey) who is a copycat serial killer with no connection to the original film's protagonist.
