Scanners II: The New Order

In "Scanners II: The New Order", David Kellum, a young veterinarian, discovers he has telepathic abilities and is recruited by corrupt police commander John Forrester to help track down criminals. As David delves deeper into his powers, he uncovers a sinister plot by Forrester to manipulate Scanners for his own gain. With the help of his sister Julie, who also possesses telepathic abilities, David must confront Forrester and his accomplices in a battle of wits and psychic strength.
