In a bleak, polluted future, the Earth government enforces a 30-year ban on having children to address severe overpopulation. Russ (Oliver Reed) and Carol McNeil, who work in a museum recreating life in the 20th century, break this law when Carol conceives, leading them to shield their baby from the prying eyes of the government. As they try to raise their child in secret, they must evade detection by neighbors who seek to take custody of the baby and face the consequences of being caught.
