In 1890s New Orleans, Yankee lawyer John Reynolds (John Wayne) travels to try and clean up the local crime syndicate based around a lottery, where he meets Julie Mirbeau (Ona Munson), a Southern Belle whose father runs the popular Louisiana State Lottery Company. As their romance blossoms, Julie becomes increasingly entangled in the shady activities surrounding her family's business, leading to a confrontation with Reynolds and ultimately, tragedy strikes when her father is killed by Blackie's henchmen.
