In a dystopian future, Jason Storm (Billy Blanks), an elite security guard, teams up with martial arts master Sumai (Bolo Yeung) to stop a conspiracy that could kill all people on the surface after ecological disaster drove the wealthy to an underground city. The rich live in luxury while the poor are forced to build gangs to survive, and Jason must flee to the surface to prevent his ex-girlfriend Zoey Kinsella (Bobbie Phillips), resurrected as a cyborg, from carrying out a deadly mission.
