The film "Where the Wind Blows" spans over three decades and tells the story of two policemen who rise to power in Hong Kong during British rule, becoming corrupt leaders of organized crime groups and eventually at odds with anti-corruption units. Lui Lok (Aaron Kwok) and Nam Kong (Tony Leung Chiu-wai), both aspiring policemen, use whatever it takes to get on, leading them to clash with each other and the forces they once swore to uphold.
