In a world on the brink of destruction, a group of nine cyborgs, each created by a shadowy organization for use as weapons against humanity, turn on their creators to protect the population instead. In 2013, Skyscraper bombings ravage the globe, orchestrated by the enigmatic "His Voice", which awakens memories of the past in Joe Shimamura, aka 007, a former member of the elite cyborg team Cyborg 009. With his powers reactivated, Joe must join forces with his former allies to stop His Voice and save humanity from extinction.
