A group of friends on their way to a music festival get stalked and murdered by a psychopath dressed like Ronald Reagan. The killer's obsession with Reagan is rooted in his defunding of mental institutions, which led to the release of a disturbed individual who becomes the protagonist, a logger named Dylan Riggs.
