Rampage: Capital Punishment

Bill Williamson (Brendan Fletcher), a man who took over a TV station and held several hostages as a political platform to awaken humanity instead of seeking money, sets out on another killing spree after living off the grid for years with stolen funds from his previous massacre. He finances his rampage using the money he stole, purchasing weapons and constructing explosives. After making final preparations, Bill enters the WK7 television station in D.C., blows up his car, shoots security guards and employees, and forces news anchorman Chip Parker (Lochlyn Munro) into a basement at gunpoint.
