The film follows John Eastland (Robert Ginty), a flamethrower-wielding vigilante, as he returns to New York City to rid it of a notorious drug lord and his gang. The story alternates between Eastland's quest for justice and the gang's violent plans, led by the charismatic X (Mario Van Peebles). As Eastland develops a relationship with dancer Caroline (Deborah Geffner), his vigilante persona is put to the test against the gang's brutality.
