Donald Pleasence plays Nicolai Dalchimsky, a rogue KGB headquarters clerk who steals a notebook containing the names of "sleeping" undercover KGB agents sent to the US in the 1950s, leading to a chain of sabotage attacks across America. A KGB Major Grigori Borzov (Charles Bronson) is tasked with finding and stopping Dalchimsky, while an American counterintelligence agent, Barbara (Lee Remick), who is actually a double agent working for the US, becomes entangled in the conflict.
