Chris O'Brien (Rory Cochrane), a rookie Catholic cop, partners with hard-edged Nora Hugosian (Gina Gershon) on the LAPD, as they investigate a serial killer targeting low-life guys, including those Hugosian has previously encountered, with tire tracks from a police car found at one of the crime scenes making her the prime suspect.
