Two princes, Dao Xing (Ti Lung) and Wang Zi-Tai (Derek Yee), are separated by birth and raised in different environments - one by Prime Minister Wang (Ku Feng) and the other by three mad Shaolin Monks. Both learn kung-fu, but 23 years later they meet and combine forces to defeat the tyrannical 9th Prince (Jason Pai Piao).
