In a post-apocalyptic wasteland ravaged by World War IV, 18-year-old Vic and his telepathic dog, Blood, eke out a meager existence as scavengers in the desert-like wilderness, fighting gangs of cutthroats to survive. With Blood's ability to read minds coming from genetic engineering that also left him unable to forage for himself, their partnership is built on mutual necessity rather than affection, though they've learned to rely on each other. As Vic and Blood search for food and women, they stumble upon an underground society with a bizarre artificial utopia named Topeka, ruled by a committee who use reproductive technology to maintain control, forcing Vic into a role as a "stud" – until he's aided by Quilla June in escaping their clutches and ultimately deciding that his loyalty lies with Blood.
