Roberto Benigni as Ivo Salvini and Paolo Villaggio as Gonnella wander through the Emilia-Romagna countryside with Ivo, newly released from a mental hospital, trying to seduce Aldina Ferruzzi, whom he equates with the moon. Alongside Gonnella, a former prefect fired for his rising paranoia, they investigate "wild conspiracies" and attend a farcical beauty pageant where Aldina is crowned "Miss Flour of 1989". The odd couple discovers a dystopia made of television commercials, beauty pageants, rock music, Catholicism, and pagan rituals, culminating in the capture of the moon by the Micheluzzi brothers.
