Steven Seagal stars as Jake Hopper, a former CIA agent on a quest to find his kidnapped daughter Jessica, who is being held by Islamic fundamentalists known as the Abu Karaf in collaboration with General Jantapan. With the help of Sunti, an old partner, and Lulu, the girlfriend of arms dealer Fitch McQuoid, Jake descends into trouble as he uncovers a web of corruption and deceit that leads him to a showdown with Jantapan himself.
