In 1990s Newark, New Jersey, a city infamous as the "car theft capital of the world", two young, black teenagers, Jason and Midget, engage in their favourite pastime: joyriding and stealing cars. But when they take it too far, stealing a police car, the consequences are severe - the cops launch a violent offensive that leaves suspects beaten and even shot.
