During the final weeks of a presidential race, the President is accused of sexual misconduct, prompting his adviser to hire a Hollywood producer to fabricate a fake war in Albania and distract the public. The plan, devised by spin doctor Conrad Brean and Hollywood producer Stanley Motss, initially succeeds in shifting attention away from the scandal, but soon unravels when the CIA discovers the deception and the media begins to focus on the president's misconduct once more. As the team behind the hoax becomes increasingly desperate, they orchestrate an elaborate military funeral for a fabricated war hero, blurring the lines between reality and propaganda.
