Steven Seagal plays CIA agent Travis Hunter, a Japanese-raised operative who becomes embroiled in a conflict between the Japanese Yakuza and Chinese Triads, as he investigates the assassination of Tokyo's governor and works to track down the perpetrators with his rookie FBI understudy Sean Mack (Matthew Davis).
