In 1980s South Korea, detectives Park Doo-man (Song Kang-ho) and Seo Tae-yoon (Kim Sang-kyung) lead an investigation into a string of rapes and murders taking place in Hwaseong, led by a man known as the Hwaesong Killer. The investigation is hampered by corruption and police brutality, as Sergeant Shin Dong-chul (Song Jae-ho) and Sergeant Koo Hee-bong (Byun Hee-bong) struggle to keep up with the complex case. As the body count rises, Seo becomes increasingly obsessed with solving the case, using unconventional methods that put him at odds with his partner Park. Meanwhile, Park's personal life is affected by the case, as he begins to suspect that the killer may still be active.
