Kyosuke Shikijo, a college student and the hero known as Hentai Kamen, struggles with his identity and relationships. His promised promise to Aiko Himeno, the girl he loves, to stop being Hentai Kamen weighs on him as the mysterious disappearance of panties continues to captivate the nation. Meanwhile, a new villain emerges in the form of Mr. Vacuum, who seeks to rid women of their panties and render Hentai Kamen powerless.
