Inspector Scott Roper (Eddie Murphy), a skilled hostage negotiator and inspector for the San Francisco Police Department, seeks revenge against Michael Korda (Michael Wincott), a psychotic jewel thief who murdered Roper's best friend. Roper, along with his new partner Kevin McCall (Michael Rapaport), must navigate a series of tense situations, including a bank robbery and a hostage situation at a jewelry store, as Korda seeks revenge against Roper.
