In the dark, narrow streets of Naples, Angela (Janet Gaynor) tends to her ailing mother, desperate for money to buy medicine. She takes up employment with a circus to stay one step ahead of the law, imitating the behavior of a streetwalker until she's caught by the police sergeant, Neri (Guido Trento), and arrested. Angela finds refuge with Mascetto (Henry Armetta), a jovial but gruff ringmaster, and meets Gino (Charles Farrell), a struggling painter who falls in love with her. As Angela's past catches up with her, Gino's art is used against her, forcing her to confront the reality of their fragile love.
