In "L.A. Bounty", a mysterious vigilante ex-cop named Ruger (Sybil Danning) teams up with Kelly (the wife of kidnapped mayoral candidate Mike Rhodes), whose brief encounter with one of Cavanaugh's men leads to her being placed under police protection. With Cavanaugh, a deranged crime kingpin (Wings Hauser), responsible for the kidnapping, as her target, Ruger starts a deadly game to bring him down.
