In this action thriller, Tom Sizemore stars as Detective Ray Nettles, a narcotics cop in San Francisco, who teams up with explosive expert Frank Glass (Steven Seagal) to take down a notorious terrorist gang led by Alex Swan (Dennis Hopper). After Claire Manning (Jaime Pressly), a beautiful scientist, is arrested and refuses to cooperate, the gang threatens to detonate bombs throughout the city unless she's released. As Nettles and Glass work to defuse the situation, they uncover a surprising twist: Claire was the mastermind behind the plot all along.
