Police Lieutenant Lon McQ (John Wayne) investigates the killing of his best friend and uncovers corrupt elements of the police department dealing in confiscated drugs. As he digs deeper, he partners with a private investigator and reaches out to informants, tracing a lead on local narcotics dealer Manny Santiago, whose team is planning to steal cocaine from the police before it can be destroyed. Along the way, McQ must confront his own suspicions about corrupt officers, including Captain Edward Kosterman (Eddie Albert), who may be involved in the cover-up.
