A detective's search for personal justice goes awry when his cop-killer suspect is found not guilty due to a technicality. Bill Pullman stars as Steve Donohue, who takes the judge, jury, and accused hostage, declaring a mistrial of his own. As Captain Lou Unger (Robert Loggia) tries to negotiate a peaceful resolution, Donohue presents new evidence, putting everyone's lives at risk.
