In 2021, a limousine taxi driver causes an accident on a highway and a high-level government official dies in the accident. A cold case investigation team, led by Misaki Sakurai, has doubts about the case, while Takeshi Ōyama believes that the deaths were not accidental. At 11:23 pm, a walkie-talkie turns on, making a connection between the future and past, and Kento Saegusa and Ōyama face the threat of bioterrorism.
