The Black Gestapo

In this grindhouse blaxploitation thriller, General Ahmed starts an inner-city "People's Army" to protect black citizens of Watts from Mafia thugs, but his second-in-command Colonel Kojah turns the movement into a National Socialist criminal organization, exploiting Ahmed's vision for personal gain and control.
