Chuck Norris plays Lieutenant Jake Wilder, a tough cop partnered with Reno, a police dog whose handler was killed, as they investigate a plot by domestic terrorists to attack a conference on unity in San Diego. The film follows their survival of assassination attempts and hand-to-hand fights with the terrorists while uncovering clues to foil the attack.
