Terry McCain (Thomas Ian Griffith), a detective with the Chicago Police Department, seeks revenge against mobster Sal DiMarco after one of his fellow officers is killed in a shootout over missing $3 million. As Terry's investigation unfolds, he uncovers corruption within the police department and must confront his nemesis, Captain Raymond Devlin (Lance Henriksen), who may be hiding secrets about DiMarco's fate.
