The Final Sanction

In a post-apocalyptic world where nuclear war has devastated humanity, two warriors are chosen by the United States and Russia to fight each other to the death in an arena to settle their conflict. Sgt. Tom Batanic (Ted Prior) and Sgt. Sergei Schvackov (Robert Z'Dar) engage in a fierce duel, but eventually realize the futility of their battle and agree to end it just as their own country's general orders them to destroy the building they're in. The true purpose behind the duel is revealed: to demonstrate that, even in war, there can be no clear winner.
