Dr. Manohar Rao (Girish Karnad), a young veterinary doctor, visits a village in Kheda district, Gujarat, to establish a cooperative society dairy. He faces hostility from the local Dalit community's leader Bhola (Naseeruddin Shah) and the upper-caste Sarpanch, but wins the trust of villagers like Bindu (Smita Patil), who becomes his ally. As the project gains momentum, Rao's team grapples with caste politics and village divisions, while he develops a mutual admiration with Bindu. The film follows the struggles and triumphs of the cooperative society as it challenges the existing power structures and brings about change in the village.
